UAE and GCC cyber compliance: one control set across six countries

Saudi organisations growing in the Gulf, and Gulf organisations entering Saudi Arabia, face a patchwork of national frameworks. We map them to a single control set, so each new market adds evidence instead of a new programme.

  • Dubai DESC and UAE information assurance
  • Qatar, Kuwait, Bahrain and Oman requirements mapped
  • One programme with country-specific evidence

01Overview

What are the cyber security requirements across the GCC?

Each GCC state has its own national cyber security authority, financial regulators and data protection rules. Saudi Arabia has the NCA, SAMA and the PDPL, the UAE has federal and emirate-level requirements including Dubai's DESC, Qatar has the NCSA's information assurance standard, and Kuwait, Bahrain and Oman have national centres, central bank rules and privacy laws.

The frameworks differ in detail but share foundations: governance, risk management, access control, logging, incident response and resilience. A control set designed around those foundations can be mapped to each regulator.

For firms operating in several countries, a unified programme reduces cost and avoids contradictory policies.

NCA ECC gap assessment and remediation roadmap

The authority had to demonstrate compliance with the NCA Essential Cybersecurity Controls and did not know where to start.

  • Control-by-control gap assessment
  • Policy and procedure set aligned to ECC
  • A phased remediation roadmap with owners and dates

  • Personal-data inventory and flow mapping
  • Lawful-basis, consent and retention records
  • A data-subject request process and breach procedure

Result: A defensible PDPL position and a process the privacy team could run day to day.

09Questions answered

UAE and GCC Compliance FAQs

What is Dubai's DESC?

The Dubai Electronic Security Center is the emirate's cyber security authority. Its Information Security Regulation (ISR) and related standards apply to Dubai government entities and, in many cases, to service providers and organisations working with them.

Is there a single GCC cyber security framework?

No. Each country has its own authority and rules, although the control foundations are similar, which is why a unified programme is efficient.

Do Saudi companies need to comply in the UAE?

If you operate or hold data there, UAE federal and emirate-level requirements and sector rules may apply. We map the specific obligations.

What is Qatar's NIA?

The National Information Assurance standard issued by Qatar's National Cyber Security Agency, covering governance and technical control domains for organisations in the country.

Can one assessment satisfy several regulators?

Sometimes. A common control set and evidence repository serve all, but regulators generally require their own submissions or assessments.

Do you have a presence in the UAE?

GoAgile has an office in Dubai, alongside the Riyadh headquarters, and delivers across the GCC.

How long does a GCC mapping take?

A mapping and gap assessment typically takes six to ten weeks for two or three countries.
